Fees considered to use Lily Bay transfer station

DOVER-FOXCROFT - Because Greenville and Rockwood either have or plan to start charging for the disposal of universal waste and demolition debris, there is a worry that these items may end up in Piscataquis County's remote Lily Bay facility.

Sean Bolen of Greenville, the county's contractor for the maintenance and upkeep of the Lily Bay transfer station, recommended Tuesday to Piscataquis County commissioners that a fee schedule be adopted for that facility. There is no fee in place now to deposit these items, he said.

Rockwood began charging fees for universal wastes, such as electronics, lamps, batteries and ballasts and demolition debris, on Jan. 1, according to Bolen.

Greenville has some fees already in place but will add fees for the disposal of construction and demolition debris on July 1.

Because old camps are being replaced by new and larger camps, Bolen worried that some people will attempt to skirt the demolition and construction fees by dumping it at the Lily Bay site.

"It's going to happen," he predicted.

"If everyone else is doing it and we don't, it's like an invitation to dump," Commissioner Tom Lizotte agreed Tuesday. The commissioners directed Interim County Manager Owen Pratt to draw up a fee schedule for consideration at next month's meeting.

Lizotte said the same fee schedule that the commissioners devise for Lily Bay should be applied to the Orneville transfer station since it appears that facility will remain open. Bolen was asked to consider taking over the responsibilities of the latter facility since it has had repeated vandalism and is currently not well operated.

Bolen said he would consider the job, but as he noted earlier in the meeting, Lily Bay has not escaped vandalism. Ironically, someone installed a new chain around the county's chain so the contractor couldn't get in to service the facility, he said.
